MUHMMEDH VIDANE OF NEGOMBO

Thamby Vidane (1819-1879) of Negombo
He succeeded his father as the
Vidane, overseeing a part of Negombo. (A “Vidane” was a
headman of an area, with a ranking below that of an “Arachchi”
and formed an integral part of the Native Headman system. As a
Vidane, he wielded quasi-judicial powers and it is assumed
that his jurisdiction in the mid-1800’s encompassed an area
that included Udayar
Toppuwa.
However, neither the date of appoint nor the boundaries of his
area of administration is known today as the records
pertaining to this information have been misplaced.
Mathicham Saleem Lebbe Muhammedh
Thamby (subsequently known as Muhammedh Vidane), with the
assistance of his father, purchased a plot of land along
Meerigama Road Negombo on the 16th of June 1841. By 1846 he
had built a Masjidh (Mosque) on this land and named it Udayar
Thoppuwa Mosque. In accordance with his wishes, his son Muhammedh
Thamby Samsudheen Vidane Arachchi (better known as Dheen
Arachchi) succeeded him and assumed the responsibility of the
sole Trusteeship of the Masjidh.
It was the express wish and desire
of Muhammedh Thamby Samsudheen Vidane Arachchi (Dheen
Arachchi) that the Sole Trusteeship of the Udayar Toppu Mosque
be held by none other than his direct line of male descendants
and that too according to seniority. It was further
specifically expressed by him that his direct line of male
descendants will take preference and precedence over the
direct male line descendants of his daughters when assuming
the role of sole trusteeship of the Masjid. These two
categories have been illustrated at the bottom of this page.

The Masjidh is sustained by the
income derived from its properties and contributions made by
family members of Muhammed Vidane. The entire land of the
Masjidh contains an extent of 01 Acre 01 Rood and 10.75
Perches. The land behind the Masjidh serves as the family
burial ground.

Negombo,
a bustling costal town, has been given the moniker “Little
Rome” for the large number of Roman Catholic churches in the
area. The majority of people in Negombo are Roman Catholics.
However, Muslims make up a significant minority. Muhammedh
Vidane’s family is one of the oldest families in Negombo and
is known as the “Muslim Royal Family” by the people of
Negombo.
Muhammedh Thamby Samsudheen
Vidane Arachchi a.k.a Dheen Arachchi (1860 – 1915) of
Negombo – 2c
He was the first Muslim to pass
the Cambridge Senior Examination in Negombo. After completing
his studies (Cambridge Senior), he got involved in managing
the family estates. The British Administrators of Ceylon (Sri
Lanka) appointed him “Vidane Arachcchi” for Negombo in 1896.
(A “Vidane Arachchi” was the headman of an area with a ranking
above an Arachchi but below a Muhandiram and formed an
integral part of the Native Headman system). As a Vidane
Arachchi, he wielded quasi-judicial powers. This was the
highest position held by a Muslim in Negombo in the Native
Department of the British Government of Ceylon. Hence he was
popularly known as Dheen Arachchiar. He held this post until
his death at the age of 55 on the 11th of December 1915.
Dheen Arachchiar built his
two-storied house known as “Yathreeb” in 1895. It was built
near his ancestral home, along Mirigama Road (facing St.
Lazarus Road and bordering Jayaratne Road, Negombo).
“Yathreeb” was one of the landmark buildings in Negombo until
it was demolished in 1992 due to the high cost of maintenance.
As Dheen Arachchiar was held in high esteem by all communities, and as
Muhammedh Vidane’s family owned most of the property in the
neighbourhood, the entire area came to be known as “ Dheen
Junction“.

Proctor S. A. Ismail Dheen JP
(1894 – 1968) of Negombo – 2c3c
He was a Crown Proctor, the Second
Muslim (first was his younger brother Proctor Samsudheen M.
Abdul Raheeman JPUM) to qualify as a Lawyer in Negombo and was
the Quazi for Negombo. The British Administrators of
Ceylon appointed him as a Justice of the Peace. He was
one of the founder members of the Board of Trustees of
the Moors’ Islamic Cultural Home
Proctor Samsudheen M. Abdul
Raheeman JPUM (1896-1965) of Negombo – 2c3d
He was the First Muslim to to
qualify as a Lawyer in Negombo. He took oaths as a Proctor in
Nineteen twenty (1920)
He was the only Muslim to be
the Chairman (1941-1944) of the then Negombo Urban
Council. He was a Crown Proctor, Justice of the Peace and
Unofficial Magistrate. Raheemanabad at

Negombo is named after him as a mark of respect to him.
He was one of the founder members
of the Board of Trustees of the Moors’
Islamic Cultural Home. He was the 08th (01st Muslim)
President (1948–1958) of the Negombo
Law Society.
Al Haj Muhammed Ali Abul Hassen JP (1902-1997)
of Hassen Villa Weweldeniya - 3a4a
Muhammed Ali Muhammed Abul Hassen donated his
land in Horagolla (Madagoda) Warakapola to build Babul Hassen
Central College in 1944.He also donated three shops each to
Warakapola Grand Jumma Mosque, Warakapola Town Mosque and two
shops to Ganithapura Jumma Mosque. In addition to
this in 1993 he donated four acres of land in Ganithapura,
Warakapola to the needy and this area is now known as
Hassenpura.
He was one of the founder members and president
of the Muslim Ladies Arabic College of Kal-Eliya from the inception till his
demise. He was also one of the founder members of
the Board of Trustees of the Moors’ Islamic Cultural Home.
As per his wishes, his daughter Mrs Hafeela
Hassan Cassim (1931-2013) and son Mr Abdul Raheeman Hassen JP
(1932-2002) donated the property of Dharul Hassenath Academy of Warakapola under a deed of Trust (Wakf) in 2001.
His land was taken over by the Sri Lankan
Government to put up the Warakapola Police Station.
The state,
acknowledging his philanthropy and educational activity,
honoured him with the title of Justice of the Peace for the whole Island in
the 1950s.

He was a member of the Puttalam
Urban Council from 1928-1947 and was its Chairman from
1942-1947. He had the unique distinction of becoming the first
elected Member of Parliament in the first general election
held for the Parliament of Independent Ceylon in 1947. He was
elected uncontested on the day of the nominations. He was the
Deputy Minister of Food (1947-48) the Deputy Speaker
(1952-1956) of the House of Representatives (Parliament) and
subsequently was appointed as the Speaker in 1956 and held
this post until 1959 and thereby became the first Muslim
to be the
Speaker of the House of Representatives.
He served as the founder President
of the Ceylon Baithulmal fund Inc until his death. He was one of
the founder members of the Board of Trustees of the Moors’
Islamic Cultural Home. He was also a president of
Ceylon Muslim Scholarship Fund. He was also instrumental in
setting up the Puttalam Zahira College.
He was offered the MBE
(Member of the Order of the British Empire) in Nineteen Forty Nine (1949) but
he refused to accept it.
The Government of Sri Lanka issued
a Stamp in honour of him on Eighteenth May Two Thousand and
Three (18-05-2003).

Mr. Anis Sheriff JP (1922 -

He was the first Muslim to be the
Deputy Mayor of Negombo Municipal Council and was also a
member of the Western Provincial Council. The Government of
Sri Lanka appointed him as a Justice of the Peace.
Dr. M. Thassim Abdulla

He completed the MBBS Examination
at the Colombo Medical Faculty in Nineteen Fifty Two (1952)
and thereby became the first Muslim to qualify as a Doctor in
Negombo.
Mrs. Hamzathul Inaya Abdul Raheeman Abdul Rahim

She was the first Muslim girl to
pass the Senior School Certificate Examination in Negombo. She
donated Eighty (80) Perches (half an Acre) of land in early
1960s for the Mosque in Ellaramulla Pasyala.

He donated a plot of land along
Colombo-Chillaw Road in Negombo to the Negombo Grand Mosque in
Two Thousand and One (2001) to build a Masjid. The Masjid has
been named as Al Masjidhul Dheen and the road leading to the
Masjidh has been named as Dheen Road.
He was the first Muslim in Negombo to
qualify as a Gynaecologist and Cardiologist. He migrated to
United Sates of America in Nineteen Seventy Three (1973) and
practised as a Cardiologist.

was one of his close friends since late 1950s as well as the
Father-in-Law of his son Shams Mufees Rahmathullah Rafeek –
Chartered Engineer) in referring to the late Abdul Raheem
Muhammed Rafeek in his appreciation letter published in Lake
House newspapers and Upali newspapers states as follows “The
sudden shock and bereavement that followed plunged Warakapola
into a state of mourning when the news spread of the passing
away of A. R. M. Rafeek JP a trusted
leader and a prominent social worker of the area who succumbed
to a severe heart attack on October 22nd this year while
answering a telephone call.
People who came in contact with him remember two
outstanding traits of his personality.They remember him as a
man of great resolution and strong conviction and also one who
relentlessly worked to complete whatever he undertook. He was a source of
help and assistance to all those who sought his help. Cast or creed, race
or religion did not hamper him for he treated all alike. He moved with the poor and rich, the week and the
mighty with equal ease never fearing to call a spade a spade.
He played a leading role in improvements to the hospital,
places of religious worship, schools, co-operatives in
Warakapola and road to the Warakapola Grand Jummah Mosque.He
never hesitated to take bold decisions. He was a landed
proprietor, may be a successful politician too if he took to
it, but power or fame or personal glory was not what he craved
for.He preferred to serve the people especially in the field
of education.He became a dedicated social worker through his
own personality and perseverance, not because he was helped by
others. His name
no doubt will be long remembered by the people of Warakapola
as a dynamic, fearless and human leader for the cause of the
poor and upliftment of the community.The Janaza took place on
Monday 23rd morning at the Warakapola Grand Jummah Mosque
amidst a very large and representative gathering. May Almighty Allah
grant him Jennath-ul-Firdhous Aameen”.
Abdul Raheem Muhammed Rafeek had a close
relationship with the United National Party leadership (The
following had visited his house in Warakapola namely
Honourable Prime Minister Dudley Senanayake, Honourable Prime
Minister Ranasinghe Premadasa, Honourable Minister Dr.Nissanka
Wijeyeratne - Cabinet Minister of Education, Higher Education
& Justice and Honourable Minister Gamini Dissanayake –
Cabinet Minister of Irrigation, Power and Highways to name a
few) but he never used this relationship for any personal
benefit but always used it for the development of Warakapola.
He was popularly known as “Rafeek Mahattaya” among the Sinhala
speaking community and as “Rafeek Dora” among the Tamil
speaking community in the area.
The state, acknowledging his philanthropy and
educational activity, honoured him with the title of Justice
of the Peace for the whole Island in 1983.

Dr. Shareef Mihlar JP

Muhammed Shareef Muhammed Mihlar was the
founder President of the Horagolla Mosque which is now known
as Masjid Al Hudha in
Madagoda (Horagolla) Warakapola. In 1975
when he was putting up his house in Madagoda (Horagolla)
Warakapola he had the intention of building a mosque as there
wasn’t a mosque in that area.
In order to accomplish his desire, with the generous
contribution of the community a small plot of land was
purchased in 1977 and the mosque was built in 1979.
Together with his brother Mr. M. Shareef M. Fareed (1953-2012),
he donated the property of Al-Madhrasathus-Shareefiyyah of Warakapola to the Warakapola Grand
Jumma Mosque in December 1999 (21st Ramadhan 1420).
The state acknowledging his philanthropy,
honoured him with the title of Justice of the Peace for the
Judicial District of Kegalle in 1983
Mr. M.A. Caesar Reyan
Hassan (1947-2015) of Sufiya Villa Banagala Estate

He obtained the highest number of
preferential votes for the Pathadumbara Electorate during the
local government elections held in Nineteen ninety one (1991)
and thereby became the first Muslim to be the Vice Chairman of
the Pathadumbara Pradeshiya Sabava. He was deprived of the
post of Chairman as the then United National Party Leadership
wanted to appoint a Buddhist of Kandyan Govigama caste for the
Post of Chairman since the majority of people in this
electorate were Buddhists. Hence the person who came third was
appointed as the Chairman (the person who came second was a
Buddhist but not from the Kandyan Govigama caste).
Mr. Ajward Cassim (1955-1995) –

He Migrated to Yugoslavia and was
appointed as the
Honorary Counsel General of Sri Lanka for Yugoslavia and held
this post until his death.
Captain Akram Alavi (1968) –
2c3b4c5b6a of Negombo
He is the first Muslim from
Negombo to hold the rank of Captain in the Sri Lanka Navy and
was Navy Media Spokesperson from October 2015 to January 2017.
He was awarded Rana Wickrema Padakkama and Rana Sura
Padakkama. He retired from the Sri Lanka Navy in January 2017
having done a 26 years of meritorious service to the nation
Keeping in touch
On the initiative of Mr. Zakir
Mihlar the following eleven family members decided to organize
the first family get-together. Mr. Wazeer Wasuuk, Mr. Caesar
Reyan Hassan, Mr.Nazmi Hameed, Mr. Irshad Maruzook, Mr. Shums
Anver, Mr. Silmy Farook, Mr. Wamik Wasuuk, Mr. Shahin Hassan,
Mr. Sajeek Wasuuk, Mr. Lareef Hassan and Mr. Mufthy Muneer
Anver Ali met on 10th January 2003 and planned to have the
get-together on the 26th of April 2003 at Hotel Elephant Bath
in Kandy.
However, on 16th February 2003,
some of the senior family members requested the initiators to
hold the first family get-together in Negombo instead.
Consequently, the venue was changed from Kandy to Negombo
(along with the data, feedback from members etc. collected by
the initiators) and the first family get-together was held at
Mrs. Fareeda Abdul Cader Raheeman's residence on 17th May
2003. The family get-together which has now become a biennial
event is an important date on the Dheen Arachchiar family
calendar. Each branch of the family: Negombo, Colombo &
Kandy (which includes Kurunegala and Warakapola) takes turns
at organizing the get-together.
Mr. Rashard Dheen has created the
group“Muhammedh Vidane of Negombo – Sri Lanka “on Facebook so
that the family members of Muhammedh Vidane can keep in touch,
especially useful for those who have migrated. This group is
open to members of Mathicham Muhammedh Vidane’s family
(descendants of Mathicham Muhammedh Vidane and their spouses)
who are over 18 years of age. Additionally, the family can
also communicate through the WhatsApp group “Dheen Arachchiar
Family”.
The suggestion to create a family
fund was made by Mr. Wamik Wasuuk. The fund serves to help
family members facing urgent financial need such as a medical
emergency.
Please note
Details of adopted children are not included here
since the lineage of the adopted child does not become
established with the adoptive parents. According to Surah
al-Ahzab, verses 4 & 5 the child should not be attributed
except to the natural parents, and not to those who have
adopted him/her.
